At the heart of the Garrison Village is the Village Centre Commercial Development, a mixed residential and commercial community designed on principles of new urbanism – walkable streets, diversity of architecture, a beautiful park network, and an overall design that is sensitive to and integrates with Niagara’s wineries and their landscapes. The Village Centre is creating new commercial and retail spaces, hotel, medical centre, and will be the showpiece for design for public gathering, combining public spaces and private spaces for an attractive and welcoming village core.

As project managers and lead planners, Mary Lou Tanner and Dianne Ramos led the process of severances to create the lots for development, the integration of the Architectural Code prepared by DPZ CoDesign into the Site Plan Agreements, and the overall design and site layout for the commercial and public spaces.

NPG staff worked closely with town and regional staff on urban design to ensure that the overall design was well integrated into the Niagara Stone Road design ensuring landscaping and defining view corridors for Niagara Stone Road and the entrance to Old Town in Niagara-on-the-Lake.  Together with town staff, NPG created a community planning permit system through the Site Plan process to implement a permitting process focused on design excellence and an architectural code that will be used to ensure the vision for The Village Centre is achieved.

At its core, new urbanism is about creating a 21st century community that is built at a human scale – focused on walkability.  The street network is based on a grid pattern so that the businesses and public places such as parks and plazas are integrated, accessible, and create views that invite people to the space.  The Village Centre creates the commercial core that is at the heart of new urbanism – creating shopping and public spaces in close proximity to housing.

NPG is leading the final phase of implementation of Garrison Village in Niagara-on-the-Lake for the Village’s Commercial Centre. The Village Centre Commercial Development is 7.9 acres with a new hotel, mixed commercial residential buildings,  a new Centre for the public, and a new grocery store.  The project value is over $40M.
